Pursuant to Law No 107/2014, Article 9, “On territorial planning and development”, as amended, and DCM No 427, dated 08/06/2016 “On the organisation and functioning of the National Territorial Planning Agency”, Chapter III, the National Territorial Planning Agency (NTPA) is the authority responsible for:

1. Coordinating, in general, the process for the development of territorial planning documents, undertaken by the local and central planning authorities; 

2. Ensuring that the development of the territorial planning documents, whether at central or local level, are in compliance with the legal provisions on territorial planning and development, by providing technical assistance to the authorities responsible for territorial planning; 

3. Coordinating the conformity assessment of the planning documents under consideration with the General National Territorial Plan and other national plans, based on the principle of planning documents hierarchy and checking them against basic electronic data and the planning technical norms.

ACHIEVEMENTS SO FAR

The first 26 GLTPs supported by MUD

1. Pursuant to DCM No 671, dated 29/07/2015 “On the approval of the Territorial Planning Regulation” (repealed on 06/12/2017) and pursuant to DCM No 670, dated 29/07/2015 “On putting the Ministry of Urban Development in charge of carrying out the procurement procedures to organise the design competition on the development of General Local Territorial Plans for 26 municipalities”, the General Local Territorial Plans development process for some municipalities has started and is being finalised.

2. With the financial support of the Albanian Government, the Ministry of Urban Development (MUD), through the National Territorial Planning Agency, has lead the technical process for the development and approval of the General Local Territorial Plans for 26 (twenty-six) municipalities, respectively, the Municipalities of Lezha, Kurbin, Kruja, Dibra, Kukës, Durrës, Shijak, Vora, Divjaka, Kavaja, Rrogozhina, Gjirokastra, Skrapar, Ura-Vajgurore, Poliçan, Vlora, Himara, Saranda, Konispol, Cërrik, Librazhd, Prrenjas, Korça, Pogradec, Tirana, Shkodra.

3. Accordingly, the National Territorial Council (NTC) has approved the General Local Territorial Plans for the following municipalities: Kurbin, Kruja, Dibra, Kukës, Divjaka, Gjirokastra, Skrapar, Ura-Vajgurore, Poliçan, Cërrik, Librazhd, Prrenjas, Korça, Tirana, Lezha, Rrogozhina, Vlora, Himara, Saranda, Konispol, Shkodra, Kavajë, Vorë.

5 GLTPs supported by USAID-PLGP

With the financial support of USAID-PLGP, the General Local Territorial Plans for 5 (five) municipalities, respectively, Berat, Kuçova, Fier, Lushnja and Elbasan, have been developed and then approved by the National Territorial Council.

5 GLTPs supported by DLDP

With the financial support of the Swiss Government, through DLDP, the General Local Territorial Plans for 5 (five) municipalities, respectively, Tropoja, Malësi e Madhe, Mat, Vau i Dejës and Klos have been developed and then approved by the National Territorial Council.

The second lot of 7 GLTPs supported by MUD

With the financial support of the Albanian Government, the Ministry of Urban Development, through the National Territorial Planning Agency, has started work to lead the technical process for the development of the General Local Territorial Plans for 7 (seven) municipalities, respectively, Puka, Mirdita, Belsh, Gramsh, Përmet, Këlcyra, Kolonja.Accordingly, the National Territorial Council (NTC) has approved the General Local Territorial Plans for the following municipalities: Pukë, Mirditë, Belsh dhe Kolonjë.

The third lot of 16 GLTPs supported by MIE

With the financial support of the Albanian Government, the Ministry of Infrastructure and Energy, through the National Territorial Planning Agency, has started work to lead the technical process for the development of the General Local Territorial Plans for 16 (sixteen) municipalities, respectively, Fushë-Arrëz, Has, Bulqiza, Peqin, Roskovec, Patos, Mallakastra, Maliq, Pustec, Devoll, Selenica, Memaliaj, Tepelena, Libohova, Delvina and Finiq.

GLTPs with private initiative 

With the support of Polis University, the Municipality of Dropull has undertaken the initiative to start the process and is working on the development of the General Local Plan for its administrative territory.

Each of these processes is closely supervised by the coordinators of the National Territorial Planning Agency, who assist the municipalities and working groups in may aspects of the process. NTPA is above all responsible for coordinating planning issues between actors at local and central level, and acts as a body that guarantees the compliance with the planning and sectoral legislation related to territory.
