Local Government
The Law “On Local Self-Government” regulates the organization and functioning of the units of local self-government in the Republic of Albania, as well as defines their functions, competences, rights and duties and of the respective bodies.
This Law, in relation to the field of territorial planning and development, defines inter alia that:
- in the field of infrastructure and public services the municipalities are responsible for the territory under their jurisdiction for the planning, administration, development and control of the territory, as defined by the law;
- the municipalities have the obligation to draft strategic development plans and programs for local economic development.
Regional Development
Agencies established by this decision [The National Agency for Regional Development (NARD), the Regional Development Agencies (RDAs) and the Regional Economic Development Agency (REDA)] have the mission of promoting a common integrated investment policy for the development of the regions and their potentials, to encourage a broader model of cooperation and the implementation of public and private projects.
The Joint Management Board is a collegial body that ensures the well-functioning and coordination of the work and activities of the Agencies and one of the members of this Board is the Director of the National Territorial Planning Agency (NTPA). Among the main responsibilities of this Board is the adoption of programs, various development projects and of the strategic action plan of the agencies.
NARD inter alia prepares development projects, pilot projects and/or other projects at the request of municipalities, regions and ministries or other central institutions.
