Manifesto

After the fall of the communist regime and the dynamic developments characterizing the past 35 years, Tirana stands on the brink of becoming a global capital capable of competing for and attracting foreign investments, human capital, and international renown.

In this context, the importance of developing and revitalizing urban areas has never been more critical to address the needs of a growing population with an increasingly international profile. Tirana, with its history and dynamism, faces extraordinary challenges and opportunities to transition from the historical tendencies of sporadic urbanization toward well-organized and strategic development with a clear, convincing, and attractive vision for the future. Areas that for decades have been subject to fragmented interventions now require a comprehensive approach to align them with the city's modern aspirations of being not only functional but also aesthetically inspiring and economically sustainable.

To realize this vision, the modern city embraces the concept of verticality as an efficient solution for land use, maximizing the economic and social potential of often limited space within urban systems. This approach is both a response to increasing urban density and also an opportunity to create a new identity for areas that have been underutilized or developed sporadically. Verticality brings with it the potential to integrate diverse functions, creating an urban life that synthesizes living, working, and leisure, minimizing fragmentation and improving the quality of life.

The selected area for intervention, located near the former “German villas”, is a clear example of untapped urban potential. Situated near significant educational institutions such as Qyteti Studenti Campus(Student City), the campus of the College of Europe (under construction), and several faculties, the area is characterized by a mix of urban forms and a variety of businesses and economic activities. In terms of accessibility, the area enjoys a highly privileged position, being close to Rruga e Elbasanit (one of the “gates” to the capital) as well as the Grand Park of Tirana. However, for decades, this area has undergone continuous yet often uncoordinated urbanization, resulting in spaces that require regeneration to meet the needs and ambitions of Tirana's future. These transformations are essential to recreate the social and urban connections that have often been lost during the process of spontaneous urbanization. Through this initiative, the area will be transformed into a new urban hub where the potential and necessity for development intertwine to create new dynamics and vitality in the urban landscape.

Revitalizing such an area has an impact that extends beyond local benefits. It represents a catalyst for the city’s overall economic development, attracting investments, creating jobs, and further consolidating Tirana’s image as a global destination for business and tourism. Transforming a space into a vibrant urban center requires not only architectural and urban vision but also a commitment to community engagement and preserving its historical and cultural ties.

Creating modern, sustainable, and well-organized spaces is not merely a functional necessity but a long-term strategy to promote Tirana regionally and globally, turning it into an intriguing and attractive destination for investment, development, and tourism. Urban spaces revitalized through visionary projects enrich the city’s identity and offer its residents a future where urbanization is not seen as a challenge but as an opportunity for growth and innovation.
