National Sectorial Plans, according to the Territorial Planning Law, are designed with the purpose of strategic development of one or more sectors according to the areas of competence. The main planning sector in this document is tourism, so the plan itself will formulate a long-term framework for tourism development through policies and strategies, planning, institutional strengthening, legislation and regulation, product development and diversification, marketing and promotion, tourism infrastructure, human and socio-cultural resources development.
The tourism plan will be designed with the aim to increase qualified and trained human resources in the public and private sectors to serve and manage the tourism industry in a sustainable and competitive manner in line with international standards, to improve management capacities human resources, to strengthen the education system and training, and to achieve a quality standard.
The improvement of the tourism industry also includes the quality of products and services (accommodation, restaurants, tourist guides, tourist operators, etc.) in order to increase national, regional and international demand, promote competitiveness within this industry and produce reliable information valid on quality standards. The main impact of this plan will not only be in the tourism industry, but through this latter, the goal goes beyond and reaches economic and social dimensions in terms of demand (visitor origin, visit characteristics, consumption of products and services) and supply (features of the local tourism industry, relevant products, capital use) by guiding tourism policies and territorial planning in the area.
The Albanian Alps region, characterized by a large and diverse concentration of natural resources, has started to be under the pressure of high demand for its use and utilization of its resources. If this pressure is not controlled and timely oriented, it risks producing unsustainable development and irreversibly destroying natural resources, the very specific ecosystems of the region, and endangering the continuous degradation of rural and natural landscapes.
The National Council of Territory of Albania adopted on 29.12.2016 the initiative for the drafting of the Sectorial National Plan in the field of tourism for the Albanian Alps region, with the aim of optimally developing and controlling this national wealth, to record its natural values and added, to seek an action strategy that will determine the optimal way of developing the region through sustainable tourism development, rational use of the territory and its resources and assets with a special focus on ecosystem care.
