The Law "On social housing" aims to define the rules and administrative procedures for planning, providing, administering and allocating social housing programs, in order to create opportunities for suitable and affordable housing, based on the financial capacities of families in need of housing and based on the assistance provided by the responsible state institutions. Local self-government units respect the different traditions and cultures of communities where planning residence areas and social housing programmes. The rented social housing include, inter alia: :
inoperable facilities, as a result of the previous activity being terminated, which have been transferred to the ownership of local self-government units and which, in compliance with the general local plan, have been approved to become part of the fund of subsidized rented social housing.
Local self-government units, based on the residence areas, the planning documents at central and local level, the needs assessment on social housing and requests for construction of social housing, shall plan the necessary land surface areas for the development of the area for housing purposes. The development of the area for housing purposes shall mean the construction of social housing, based on the planning documents at central and local level.
